The Israeli government is looking at several new options to secure the involvement of IOCs in the Leviathan gas development, a move it hopes will create the kind of competition sought by the country’s Antitrust Authority.

Talks between the government and IOCs began in April, and while neither the government nor the companies involved have yet commented on what has been said, industry figures say possible methods of attracting new players could include legislation and a kind of government bond as a guarantee against future regulatory changes.
