Kuwait is approaching the next phase in its evolution as a gas importer, which will see it build a permanent LNG facility at Al-Zour. Kuwait National Petroleum Co. (KNPC) signed a $2.93 billion deal in March with Hyundai Engineering and Kogas for the construction of the terminal.
Coordinating a schedule for a large infrastructure project like the Al-Zour terminal while concluding agreements for another facility has proven tricky for Kuwait in the past. Several different entities, including the many Kuwait Petroleum Corp. (KPC) subsidiaries – or ‘K-companies’ – will need to work together to balance the transfer of LNG supply agreements from the FSRU to the onshore terminal.
