The key issue: CO2 emissions in the sectors covered by the EU Emissions Trading System fell by around 4% last year compared with the year before, according to preliminary data released this week by the European Commission.

Interfax analysis: Coal-to-gas switching does not appear to have made a major contribution to the reduction in European carbon dioxide emissions in 2018, but it could do so in 2019 because of a combination of lower gas prices and carbon market reform.
