A report published this week by the Agency for the Cooperation of Energy Regulators (ACER) suggests there is more demand than available capacity at some gas pipeline interconnection points at EU borders.
The report studies the phenomenon of ‘contractual congestion’, which occurs when the demand of shippers for entry or exit capacity at interconnection points exceeds that offered by transmission system operators (TSOs).
The number of interconnection points labelled contractually congested by ACER rose to 31 in 2018, up from 17 the year before....
