The Philippine Department of Energy (DOE) has granted approval to Phoenix Petroleum and China National Offshore Oil Corp. (CNOOC) to build an LNG terminal in Batangas, but the relatively small size of the terminal will leave room for other projects.

Phoenix and CNOOC Gas & Power Group formed a joint venture called Tanglawan Philippines LNG to build the terminal. Initial plans were for a 5.0 mtpa facility, but the capacity has been reduced to 2.2 mtpa, according to a securities and exchange commission report filed by...
