Lebanon was a latecomer to the East Mediterranean gas boom, but the country’s acting Energy Minister Cesar Khalil appears eager to make up for lost time. Preparations are advancing for a second offshore licensing round to be launched in early 2019, along with plans to award contracts for three FSRUs.
