Nations around the world can learn from the EU’s rollercoaster ride in designing a credible and functional carbon market. 

Heavy gains were followed by heavy losses on the EU’s carbon market last week, but prices have now stabilised. The benchmark December 2018 contract for EU carbon allowances is currently trading at around €22 per ton ($25.9/t) on the ICE exchange, which is around €15/t higher than a year ago.  

EU carbon prices have surged over the past 15 months or so...
