The central Chinese province of Hebei – ground zero in China's war on pollution – is pushing forward with plans to phase out the use of coal during winter. The province, which is home to some of China’s smoggiest cities, is under pressure to improve its air quality over the next three years under an official action plan released last month. However, Hebei’s targets appear to be more modest this year.
