Brussels may not approve France’s capacity market unless the scheme is changed to allow direct foreign participation, seen as key to avoiding fragmentation of the EU’s internal electricity market.

The European Commission launched an investigation into the French capacity market in November last year after finding the system may be incompatible with the EU’s Guidelines on State aid for environmental protection and energy 2014-2020.
