China disappointed over LNG terminal access

Resistance from terminal owners stopped Beijing from achieving its goal of opening up China’s LNG infrastructure last year.

"Progress on third-party access (TPA) failed to meet expectations," said Yang Lei, deputy director of oil and gas at the National Development and Reform Commission, last week. He blamed the failure on a lack of detailed regulation, the gas sector’s resistance to reform and innovation, and NOCs wanting to keep their terminals available for their own term shipments.
