Colombian authorities are seeking to start up the country’s second LNG terminal on its Pacific Coast by January 2021, but they have warned the involvement of a foreign investor could lead to delays. 

Potential foreign investors face a steep learning curve in ensuring compliance with local regulation, according to Sandra Leyva and Andrés Popayán, two officials from the hydrocarbon department at Colombia’s national mining and energy planning unit (UPME). “That can – in certain cases – delay the timeline,” the officials told Interfax Natural Gas Daily...
