An initial agreement between two power brokers has pushed Lebanon a little closer to launching an oil and gas tender, but the lack of necessary legislation continues to prove a stumbling block.

Excitement built in July that the country would pass the two decrees needed for the tender to go ahead: one defining the boundaries of Lebanon’s offshore blocks and the other affirming the model contract and bid terms.
