The key issue: Novatek signed a memorandum of understanding with Japan’s Saibu Gas last month to use the Hibiki LNG terminal – which could reload cargoes shipped from the Yamal plant via the Northern Sea Route.

Interfax analysis: Japan’s Saibu Gas is considering expanding the Hibiki LNG terminal to enable it to transship cargoes from the Yamal LNG plant, which would enable Novatek to capitalise on arbitrage opportunities.
