The Asian Development Bank (ADB) has started evaluating China National Offshore Oil Corp.’s (CNOOC’s) tender to build the first LNG terminal in the Philippines, the Manila Bulletin reported on Friday, citing Alfonso G. Cusi, chairman of the board at Philippine National Oil Co. (PNOC).
