China will switch all households in the Beijing-Tianjin-Hebei and Shanxi-Shaanxi regions from coal to gas for heating by 2020 as part of efforts to curb smog, according to a report on enforcement of air pollution legislation submitted to the National People’s Congress on Monday.

All major polluters are required to install real-time emissions monitoring systems before the end of the year, as part of efforts to create a national surveillance system by the end of the decade, the report added.
