Continued attacks by what appears to be an Islamist-inspired insurgency have terrorised rural populations in Cabo Delgado, adding another layer of risk to developing LNG projects in northern Mozambique. A similar uprising could also pose a threat to the planned projects in neighbouring Tanzania.
