China National Offshore Oil Corp. (CNOOC) is taking steps to turn its southernmost LNG terminal on the island province of Hainan into an LNG distribution hub, which could eventually allow China’s top LNG importer to sell the fuel overseas.

The 3 mtpa terminal, which is located at the port of Yangpu, has been mostly idle since it was commissioned in 2014 because Hainan’s gas needs are modest and the island’s pipeline network is underdeveloped. Now CNOOC is looking to expand LNG sales from the terminal beyond...
