China and the Philippines are advancing a series of resource-sharing agreements that will pave the way for joint exploration in the South China Sea. The diplomatic shift would reverse years of tensions over Manila and Beijing’s competing claims in the potentially gas-rich waters west of the Philippines.
The initiative was made public during the visit of Philippine Foreign Secretary Alan Peter Cayetano to Beijing in late March, where he announced that both countries “are finding a common legal framework to conduct joint exploration and surveys”.
