A bill drawn up by Russia’s Ministry of Industry and Trade on shipping hydrocarbons via the Northern Sea Route (NSR) envisages priority rights for Russian vessels but does not exclude foreign ships, the ministry’s press service told Interfax.
“The bill does not talk about restrictions, or furthermore, bans on the use of some vessels of others. The bill is geared towards creating priority rights in use of domestic ships, but also allows for the possibility of using vessels built outside Russia,” the ministry said.
