China’s State Council is likely to announce reforms to the city gas sector within the next month, according to Citi Research, which cited recent discussions with the National Development and Reform Commission in Beijing.
The bank said the goal of the reforms is to boost efficiency and reduce state intervention. The changes will include the steady liberalisation of upstream and downstream gas prices, while midstream long-distance pipelines and LNG will be permitted to make a fixed return.
