The key issue: Mexican’s Yucatan peninsula has suffered three blackouts in H1 2019. Grid operator Cenace declared an “operational state of emergency” for the region on 17 June, prompted by notification from a subsidiary of state power utility the CFE that plants did not have enough gas.
