The key issue: Southeast China’s Fujian province wants state-owned China National Offshore Oil Corp. to cede control of a key provincial pipeline to a new company run by the local government as part of efforts to revive slumping gas demand.

Interfax analysis: Fujian Investment and Development Group (FIDG), the investment arm of Fujian’s provincial government, wants to become the controlling stakeholder in the onshore Haixi pipeline, which runs along the province’s coastline and has been operating since 2009.
